The Marine Toys for Tots Foster Care Program’s Room for Joy initiative is making a tangible difference for the more than 400,000 children in the U.S. foster care system, many of whom face sudden displacement with only a single bag to hold their belongings. This National Foster Care Month, the program highlights how donations create meaningful moments of stability and hope.
In 2025, the program partnered with local organizations to deliver nearly 375,000 emotional-relief packages containing toys, books, backpacks, and educational resources to at-risk children, including those in foster care. These items go beyond temporary comfort, reassuring children that even in upheaval, there is still room for joy.
“Our Foster Care Program is about far more than delivering toys or books—it’s about restoring hope, creating moments of stability, and reminding foster children that they truly matter,” said Lieutenant General Jim Laster, USMC (Retired), CEO of the Marine Toys for Tots Foundation. “Because of our donors, we’re able to create real Room for Joy—one transformative gift at a time.”
The program’s impact is exemplified by the story of United States Marine Corps Lance Corporal Taylor Bills, who grew up in an unstable environment, moving frequently between parents and witnessing siblings navigate child protective services. Despite the adversity, Bills found purpose through volunteering with foster care organizations and his local Toys for Tots Chapter. He recalls a distribution event where watching children smile as they received gifts brought him a deep sense of connection. “I recognized some of the kids, and being able to watch them receive a gift and respond with a smile was really heartwarming,” he shared.
Motivated to change his own trajectory, Bills enlisted in the Marine Corps, embodying the message that hope and purpose are possible even after a difficult childhood. “Just because you can't see what's right in front of you today or tomorrow doesn't mean that something good isn't there,” he said. “So don't give up. You are in control of your future, and it's not too late to do something great.”
The Marine Toys for Tots Foster Care Program continues to rely on donor generosity to expand its reach, demonstrating that even a single donation can create lasting, life-changing impact for children navigating the foster care system. Through initiatives like Room for Joy, the program ensures that these vulnerable children feel seen, valued, and supported.
