The Supreme Pontiff of Hinduism Bhagavan Sri Nithyananda Paramashivam issued an executive proclamation on Guru Purnima, July 29, 2026, establishing Abhayam Sarvabhūtebhyoh, a global initiative to create sovereign safe zones dedicated to the protection of persecuted peoples worldwide. The announcement was made during a grand celebration that drew participation from over 80 countries, with more than 200,000 devotees, disciples, volunteers, KAILASA's Ministers, and Members of Parliament attending. The event was streamed live across more than 130 networks globally.
This humanitarian initiative provides immediate refuge, sustenance, and community to persecuted populations, indigenous communities, and displaced persons, without distinction as to race, religion, caste, gender, or nationality. In delivering the Proclamation, The Supreme Pontiff stated: 'By offering refuge, I extend the enlightenment ecosystem of KAILASA, wherein each being is recognized and treated as Paramashiva. I hereby proclaim absolute refuge and protection for all beings. This is my Guru Purnima blessings to humanity.'
The Proclamation addresses six converging global crises identified by The Supreme Pontiff. These include displacement, as UNHCR reports over 120 million forcibly displaced persons worldwide—the highest figure recorded; economic insecurity, with the World Bank reporting nearly 700 million people living in extreme poverty on less than $2.15 per day; educational deficit, as UNESCO reports over 770 million adults lack functional literacy; public health, with the U.S. Surgeon General's 2023 Advisory identifying chronic loneliness as a mortality risk equivalent to smoking 15 cigarettes daily; food insecurity, as the FAO reports one-third of global food production is lost or wasted while more than 700 million people experience hunger nightly; and environmental degradation, with the FAO reporting annual forest loss exceeding the land area of Portugal and 8 million metric tons of plastic entering marine ecosystems each year. Additionally, the Proclamation highlights spiritual displacement, with Pew Research Center reporting over 1 billion persons now identify as religiously unaffiliated.
Under the Proclamation, KAILASA will provide humanitarian assistance, including shelter, food, and housing through KAILASA diplomatic missions and monasteries; education through the re-establishment of the Gurukul model offering holistic instruction in sciences, wellness, agriculture, and the arts, open to all ages; psychosocial support through community-based programs centered on belonging and emotional restoration; rule of law and governance administered in accordance with Dharma, with protection of vulnerable populations as the primary metric of governance; freedom of religion or belief, guaranteeing protection of spiritual practice under Article I of the Constitution of KAILASA; and environmental stewardship through initiatives in organic agriculture, reforestation, and animal welfare through a Goshala-based sustainable economy.
Concluding the Proclamation, The Supreme Pontiff affirmed: 'I make this vow before all. As the living embodiment of Paramashiva, KAILASA shall serve as permanent refuge for every persecuted being.'
