The 2026 COPE China Seminar, jointly organized by the Committee on Publication Ethics (COPE) and the Society of China University Journals (CUJS), convened in Beijing on June 17, 2026, to address pressing issues in academic publishing, including AI governance, research misconduct prevention, and publication ethics standards. A notable presentation titled “24hreview: A Pre-Submission Integrity Safeguard Layer for Publishers” showcased a practical initiative that translates COPE’s principles into a public infrastructure asset for the global academic community.
COPE Chair Nancy Chescheir reaffirmed the organization’s mission to uphold scholarly record integrity through collaborative discussion, education, and professional leadership. She praised innovative explorations by China’s publishing and research communities and expressed confidence that global engagement would refine tools and mechanisms for governance. The 24hreview initiative emerged as a concrete response to COPE’s vision, addressing systemic gaps identified in a CUJS survey of 1,036 Chinese researchers. The survey found that only 19.64% of authors were familiar with COPE policies, yet 86.7% supported pre-submission checks, and 31.6% expected professional pre-submission screening channels from publishers.
Three structural gaps were identified: late-stage screening (18.6%), limited capacity of individual journals (18.3%), and lack of shared mechanisms and self-check tools (16.1%). The case report emphasized that these are not failures of individual editors or publishers but systemic issues requiring coordinated industry-wide solutions. 24hreview is positioned as a dedicated integrity safeguard layer for publishers, operating at the pre-submission stage to ensure manuscripts meet standardized academic integrity checks before entering publisher workflows. Its core features include standardized screening dimensions, integration with existing submission systems, and completion of checks within 24 hours to support publishing efficiency.
Launched in 2024 under CUJS, 24hreview initially piloted with Wiley, a leading global publisher, and has grown from 8 to about 80 participating journals. The pilot demonstrated straightforward implementation, seamless integration with existing submission workflows, and reliable verification of manuscript integrity, strengthening assurance across participating journals. Multiple presentations at the COPE China Seminar converged on the need for coordinated industry governance to address complex research integrity challenges that transcend individual journal or publisher capacities.
